LAUSD Graduation Rates on the Rise

The graduation rate for the Los Angeles Unified School District has increased again. The final graduation rate for the 2013-14 school year is 70.4 percent for all LAUSD schools, up from the preliminary estimate of 67.4 percent released last October. For LAUSD comprehensive high schools, the final graduation rate of 81.8 is higher then the 76.7 rate previously released. “I congratulate our students for this improvement, as well as our administrators, parents, and teachers who encouraged and supported them,” Superintendent Ramon Cortines said in a statement. “I also want to commend the work of support services staff, including counselors as well as health and human services personnel.”

Governor’s May Revision Brings “Glimmer of Hope” to LAUSD Schools

The May Revision to the Governor’s Budget proposes an additional $6.7 billion in state revenues above January estimates, with school districts and community colleges receiving over $5.5 billion of the new state general fund revenues. Local property tax estimates have also increased, creating more than $6 billion in additional revenues over the Governor’s January proposal. K-12 funding will receive an additional $6.1 billion of the increased revenues, which is spread out over several years ($241 million for 2013-14, $3.1 billion for 2014-15, and $2.7 billion for 2015-16), and Local Control Funding Formula implementation will garner the lion’s share of those increased revenues (an additional $2.1 billion on top of January’s initial $4 billion appropriation) and close the LCFF funding gap by 53 percent.

Other programs outside of the LCFF will also receive augmentations including, but not limited to, $2.4 billion in additional discretionary funding (intended for mandates backlog payments - $3.5 billion total), over $60 million for implementation of Special Education Task Force recommendations, and an additional $150 million over three years for the Career Technical Education Incentive Grant Program. Funding for adult education was left unadjusted at $500 million, however the May Revision proposes the elimination of the proposed individual allocation boards.

"While majority of the additional funds have already been encumbered to pay for compensation increases, it is important to note that, under the Governor’s new funding model that a portion of this new funding also provides much needed resources to support our efforts to increase instruction and services for targeted students, students who receive free and reduced meals, English language learners, and foster youth,” Superintendent Cortines noted. "I believe that both the school budget development decisions and new state funding together begin to provide the glimmer of hope we have been waiting for to help our District and schools to move forward."
